What did Harding mean by a "return to normalcy?"?

Any information on the 1920 election would be fantastic. But I haven't found a good answer anywhere online about what Harding's "return to normalcy" slogan meant. Was it to restore peace and tranquility to the US after WWI and move away from some of the more progressive policies President Wilson and Roosevelt put in place?
