How to keep mini rose bush alive? Please read the details also...?

My husband sent me a mine rose bush from Iraq a few days ago, I imagnine from being sent that they arent doing well, and they are in a small clay pot with a white plastic one on the outside to hold in the water, they fit in that one pretty snug, should i replant them i a larger one, or is it too soon to move them? how often do i water them? should i add anything to the water? how much water? How much sunlight? Should I put them in the window if they will get cool there since it is chilly out? I have a dark room, and it is kinda cool in there as well. I have never been good with plants but this is importnant to me... I need any and all the facts to help my roses grow and stay alive till he gets home to me. Thanks in advance.
