What did Mark Twain mean when he noted?

He meant it is necessary, when writing, to find precisely the right word. His example is humourous: as words, lightning and lightning bugs are very similar, but one is a bug, and one a giant electrical discharge in the sky. Hence a small difference in words can have a large difference in meaning.
