Why can't humans stop catching so many Tuna for a few years so the population can rebound?

All it takes is a few years of no fishing to help bring back their numbers. because during World War 2 many fishermen were afraid to go out and fish because of German U-Boats and the population of Fish Skyrocketed during those years
